POSITION TITLE:             Program Officer  

 

LOCATION:                         Arlington, Virginia

 


UNIT:                                     Clean Energy 

 

REPORTS TO:                    Bioenergy Program Officer, Clean Energy Group


                                                

POSITION SUMMARY: The Program Officer will be involved in project work
related to development of a pipeline of projects that include: conversion of
biomass to process energy, electricity, solid, liquid and gaseous biofuels;
overall sustainability of supply chains for bioenergy projects, GHG
emissions, sustainability principles and standards, particularly those
related to biofuels. The primary focus will be international projects but
work on US based projects may also be required.  The overall emphasis will
be on projects that result in tangible results. 

 

ESSENTIAL Responsibilities

.         Work on a wide range of biomass to energy technical tasks,
including: feedstock and cost benefit assessments, preparation of conceptual
plant designs, technology evaluations, cost analyses, GHG estimation.
sustainability, solid/liquid/gaseous emissions and control, preparation of
pre- and final feasibility studies

.         Support the development of an investment pipeline across Winrock
projects in several countries covering a range of bioenergy technologies 

.         Lead on project work covering technical and financial aspects of
bioethanol and biodiesel production projects and advanced biofuels
production, sustainability assessments of supply chains and climate change. 

.         Assist in identifying, evaluating and early stage development of
biofuels projects including working on project concept designs,

.         Assist in identifying and securing new business in bioenergy (e.g.
working on proposals for feasibility studies) by identifying opportunities
and preparing competitive proposals in response to either solicitations or
as unsolicited proposals. 

.         Carry out project administration including project documentation,
record keeping and preparation of project deliverables,

.         Coordinate interdisciplinary teams of subcontractors, consultants
and other partners as part of a team to ensure good coordination of complex
activities and timely completion of project tasks and deliverables.

.         Remain up-to-date with the latest developments in bioenergy with a
focus on commercially proven technology, 

.         Analyze data and use/build spreadsheet models including technical
and financial, draft reports,

.         Other tasks as assigned based on experience, capabilities and
ability to expand own horizons.

 

Other Responsibilites: 

*	Lead teams working on bioenergy projects or bioenergy components
within multifaceted projects,
*	Design and implement programs to overcome policy and financing
barriers to large-scale commercial investment in bioenergy projects, 
*	Actively assist in the identification of new business opportunities
for bioenergy projects.
*	Prepare key technical inputs and budget inputs required for
proposals.
*	As required, participate in other renewable energy project work
undertaken within the Clean Energy Group.
*	Work with specialists in most other Winrock Groups including
EcoSystems Services, Environmental Resources Trust/American Carbon Registry,
Empowerment and Civic Engagement , and Agriculture and Enterprise.

 

QUALIFICATIONS AND BACKGROUND:

 

Education:     Master's perferred in related field; Candidates with degrees
in the fields of engineering and applied science are preferred and one
degree of this nature is essential.

 

Experience:   At least, 8 years experience with private sector companies in
roles related to program and project implementation

Significant experience on practical implementation of energy and,
particularly, bioenergy projects 

 

Skills:                    

.         Tertiary level qualification in science or engineering 

.         Good understanding of the technical and financial and wider
sustainability aspects of bioenergy

.         Experience of working in interdisciplinary programs and projects
in an international context

.         Strong interpersonal and leadership skills

.         Strong project management skills (including excellent
time-management, problem-solving and organizational abilities)
