[Digestion] Polish market opportunity

There is a new opportunity to jump into the Polish biogas market by
acquisition of one of the top firms. The new law will double the support for
biogas in 2015 and the past market conditions have narrowed the field of
competition. Biogas remains one of the major technologies identified by
Poland to meet its 2020 commitment under the EU Directive on Renewable
energy. Support has traditionally  been the same across technologies which
has discriminated against biogas and enormously favored co-firing of biomass
with coal. The draft law moving through Parliament ends this by cutting
co-firing support by 50% and doubling biogas support. However, this proposal
still may not be sufficient for the European Commission DG Competition which
is rumored to have launched an investigation on the issue. In any event, the
Green Certificate market in Poland will be changing dramatically.

 

CEERES Sp. z o.o. is the leading biogas firm in Poland in organic waste
anaerobic digestion using Danish know-how.  CEERES has a pipeline of
projects and expects three or more (1 MW + each) will be ready to build by
mid-2015. One is now ready. The company's assets, including the projects,
are up for sale. "Our current investor has grown tired or the delays in the
market and lost patience as so many others have," says Randy Mott, the
company chairman. "Yet we see evidence of the smart money banking on the new
law's break through, such as Jan Kulczyk's recent announcement of his
investment in another biogas plant ion Wroclaw."   There is no official
formal offer posted yet, but it appears that the assets and projects could
