If a flat, horizontal section of belting can be incorporated into the feed
system, simply run it across a flat plate supported by load cells ad do
snapshots of the weight of fuel on the surface area of the plate and
multiply by the amount of belt surface (per unit of time) passing across the
plate.

My brother once worked for a firm in New Zealand called EMC Engineering.
They built weighing machines for conveyor belts, so it can be done.
