Our house (1896) lacked that layer but having it will make your job easier.
The down side is you can't see where you miss/how uniform the insulation is
that you've blown in. I've been amazed at the difference in result between
doing it myself with open cavities vs. hiring it out and blowing blind
through holes. The savings (and this is comparing to houses with thermostats
and central heating in my town) in the latter cases have not come close to
our reductions in fuel consumption.
