Alan, 

Your idea shouldn't be much of a challenge for this group. Your pads could
possibly have temporary shelters, tables and chairs to use the rest of the
year, to use as trade shows.

this speaks to the assumptions about how the mall is "furnished."  if the
Decathlon is a regular event, why not work some permanent pads and paths
into the finish landscape...features that could function as patios when the
event is not taking place...

...uh-oh...

...I just heard the collective gasp of the legions of preservationists who
would be mortified by the notion...
