I expect the housing this is intended for, does not have weather sealing or any conditioning.

Hmm... I wonder if you could put water in to these bottles and let it evaporate to provide some cooling.

In general, the light part of skylights is cheap.  What costs all the money is weather-sealing, either inherent in the fixture or added or both (and the conditioning energy).
