Most programs that subsidized smart thermostats were phased out as far as
I've understood because it turned out to be much harder to find the savings
which were used to justify the programs in the first place.

But it is also good to recall that 'energy savings' from energy efficiency
programs rarely correspond to net reductions in consumption, but are rather
measured relative to a hypothetical growth trajectory.
