One way to enclose a building in summer that has been used for thousands of years is with plants. For example vining plants on the south and west side of a building whose leaves provide shade in summer but, when the leaves fall off, allow sunlight to warm the building in winter. Baruch Givoni has written about this and other methods of passive and low energy cooling.
