The NIST drawings make the outer face of the polyiso the drainage
plane.  The peel and stick wraps the entire inside of the rough
opening.  The plywood extension box is installed after the peel and
stick, coated with vapor-permeable liquid applied water-proofing before
installation.  Vapor permeable being the key point.  Sloped sill and
drain pan inside the box.

stick membrane air and water barrier wrapping inside the window opening. When you add R25 on the outside of this,
you get a very low U-value enclosure.
