A six inch layer of Perlite is rated to R16. It usually comes in paper bags of about 4 cubic feet which can be laid down tight to form a very effective insulation layer under floors. I'm not sure how available it is in your location, and therefore how much it might cost, but it might be an option. Regards, Steve.
