That is also what the NYT quoted last week when it was announced that Japan
is now poised to extract methane from methane hydrate deposits under the
ocean.

Japan, like any country, has lots of energy resources (human, animal,
vegetable, wind, solar, tidal, etc.). What they mean to say is that Japan
has few *fossil fuels *compared to some other industrialized countries. But
soon having fossil fuels will become a liability, a temptation, the
forbidden fruit, so we really need to speedily move beyond this obsolete
framing of our energy prospects.
