[Greenbuilding] Solution sought for heat rising problem

Some large industrial/commercial spaces use a fan with a fabric duct to move air down to where it's needed. 
The fan is close to the ceiling, fitted to a like diameter tube reaching almost to the floor. Presumably, on a low
setting...
