I did a comparison of different options to insulate my water heater, and I found that the shiny bubblewrap stuff hit the price/performance sweet spot in my application. I used several layers and used extra sticky duct tape to tape it to the outside of my heater. 2 - 3 layers of the stuff and I had a pretty big improvement.  If I did it today, I'd probably upgrade to the reflective duct tape, but otherwise it's been in place for 3 years, and it still works pretty well.
