You have to buy plywood with B grade veneers which for fir with standard exterior glues is what gets sold as marine ply. Doesn’t guarantee no knots or voids (just acceptable ones?)

Methinks you have not handled plywood recently (in the last twenty years). 

High quality softwood plywood without voids - sure. But I haven't seen that in at least twenty years, probably more like thirty.
