Evaporative cooling is a strategy that is appropriate for a dry climate that will easily evaporate water such as Arizona, New Mexico, California.  However, it is not viable in a humid climate where evaporation is very sluggish such as the Eastern US.  A fan over the holes would increase the evaporation.  However, the humidity would also go up.  The missing link for application in humid areas is dehumidification.

One wonders how much water would be needed, and how you'd apply it to the walls of the house built with these bricks?
