quite often a high strength cement is not needed
eg 2 to 3 storey buildings (or taller) can be easily built with
unfired clay eg adobe, pisé, cob
eg a low strength substrate should in general have a low strength
mortar or render (plaster) which natural hydraulic or non-hydraulic
limes provide.
eg London Stock bricks - a low strength high sand brick are layed with
lime mortar which has similar rates of movement to the brick.
