Ah yes, I was Ontario-centric in my answer! 

If all you need is a letter from a qualified individual to close off the permit on a system you've already installed, the installer's word is certainly the way to go, but if you actually want the system to be properly sized, the F280-12 calculations (Wrightsoft, HRAI spreadsheet, etc.) or HOT2K v.10 or higher http://www.nrcan.gc.ca/energy/efficiency/housing/home-improvements/17725  (which is "based on" the same calculations as F280-12 and accepted by Ontario Building Officials as an alternative to F280-12) should be used.

Totally agree but in BC the standard is just referenced as work having to comply to that standard. No requirement for certification yet in the code and we don't yet have a BCIN requirement.
