irrigation water comes from hundreds of blending wells needed to pass the Safe
Drinking Water Act the cheapest way possible, as noted in the attached EPA

allowed to blend toxic water from shallow wells with less toxic water from deep
wells by the following passage in the NYS Health Health Code: "<b><i><span style="font-weight:bold;font-style:italic">If an acceptable source of drinking
water is not available for use, treatment is the preferred option over blending.
Blending shall not be allowed if a generally acceptable and available treatment
technology or new source exists at a reasonable or lesser cost.</span></i></b>"
