"assertions" to which you refer.
Sunshades are the next step towards high performance in commercial
buildings. Why commercial? Cause they tend to have too much
glass. Most houses have under 20% window to wall ratio. More
institutional and commercial buildings tends tend to have 40 to
60%, especially modern ones. Hence the windows/curtainwalls are
usually the biggest source of solar heat gain and winter heat
loss.
In the last decade the use of low solar gain but high visible
light transmission glass has proliferated. Now designers are
looking for the next step that will (cynicism) allow them to use
even more glass and not exceed code values for energy
consumption. Shades allow for reduced solar gain and large window
area.
Of course, the lower cost and high performance solution is less
glass, as mentioned, but that would not meet the modern style.
The highest performance buildings use operable exterior shades, so
that solar control can be actively managed. Much more expensive,
but it sure works.

PS I discuss this topic at greater length in the my High
Performance Enclosures book because it is very important to
current building design.
