Depending on the inspector though there may be an issue as to whether they replace the wall outlet requirement i.e. there is a requirement for where outlets are located and maximum spacing. I know in the NEC a floor outlet can be included in the wall outlet count if it is no more than a certain distance from the wall (I think it was 18``). I don`t know the Ontario code and some inspectors are very particular about wording and because the wording `finished wall`is used in the canadian codes some inspectors may not allow the substitution. I have had conflicting information as to whether these are code in Ontario Canada residential construction. I've heard that the OBC does not discuss floor outlets in residential construction, so therefore they're not OK, but also heard that they are not prohibited.
