A fumigation schedule of a few times a week would probably substantially
reduce the health hazard and accomplish the need for insect control.

I think...

Regarding cooking, heating, fuel efficiency etc. -all smoke is bad. 

But a stove that produces smoke used to kill pests is another animal. Should
be designed to produce the most smoke using less fuel and all that smoke
directed to the point of interest without effecting human health. Perhaps a
stove-top burner of smoldering biomass with smoke piped directly to the
roof. My dad working with bees used burlap to produce smoke. 

Let us not mix the two.

If stove smoke is used to kill pests and save roofs, the question to ask
is, what component in the smoke is at work here?

With this knowledge it might be possible to clean up the components of
the smoke that hurts people the most but keep the helpful components.

A balancing issue.....
