Andrew,
I guess I would differ by suggesting that the air wash is primary air. 
At low burn rates it, being cooler drops to the base of the fire box 
where it reacts with the fuel at the front. At high burn rates it 
entrains some flames down with it and could be described in part as 
secondary air, although poorly mixed, yet driving some flame and exhaust 
gas recirculation.
