Phil Crispin,

You can make 5V for a uP fan of 1 Watt
1 LiION +1 NiMH or 4x1 NiMH or 2xLiION +substracting 2,4 V by 1 zener2,4V
or4X1 Si diode like 1N4001 or others .
A TENSION STABILISER LM7805 NEEDS  8-32 V  in for 5V OUT 
.
  Speed adjusting by 1 WW potentiometer of 10 ohm will do (or 20 ohm and no
substracton but use half the potmeter ..

SOME FANS ARE BRUSHLESS dc this can interfere with PWM ;
PWM TAKES ALSO MORE THEN 3V for itself

Power supply is 12V  5-10 w  others AC230 V
3XLiION +100 OHM  ww pot is cheaper then 4XLiION + PWM or LM317 variable
tension chip..

Corr; YES laptop packs of 4450 mAh 14,8 v DELL are 4x2 cels of 2225 mAh

Will it operate as a PWMR at the same time? Seems an obvious choice. 

 

Frans, what do you think? Put together what batteries you can find and hook
it to an LM3224 and then a power supply fan.
