Thanks for your knowledgeable comments.

Last week I witnessed such a burner assembly reach bright orange heat,
(fuelled by 100kg/hr wood gasifier!)  and wondered whether the annular air
ducting would be more effective than free air for cooling.  Subsequently
the flue has been lined with 1" of refractory - a partial solution - but I
like the idea of using an annular heat shield that provides accelerated
cooling and air pre-heat.
