The publication

has formula given for the calculation of Higher Heating Value (dry basis) of
firewood, citing Stucley et al (2004).
 
HHV d.b. = 0.3491*C + 1.1783*H + 0.1005*S - 0.0151*N - 0.1034*O - 0.0211*ash
MJ/kg d.b.
Where the firewood content of each of the elements listed is entered:
C                     =                     Carbon
H                     =                     Hydrogen
S                      =                     Sulphur
N                     =                     Nitrogen
O                     =                     Oxygen
Ash                =                     ash

If that looks familiar you have been paying close attention. The LHV is
calculated as usual based on the moisture content subtracting the latent
heat of evaporation.
 
The project brief was (in part) a complete a high-level economic analysis of
Victorias firewood market that delivers an estimation of:
Ø  Firewood consumption patterns, including volume, species preferences, the
source of firewood and end uses, with a particular focus on Melbourne and
other major regional centres; 
Ø  Firewood supply patterns, including volume, species, region of origin,
tenure of origin, pricing and resource security; and
Ø  The extent to which firewood supplied from public land, administered
through DSE, influences Victorias firewood market.
