Dear Crispin, 

Its not about making everything on site: Its about the rational (for  human capacity development purposes) of starting from the site and working outward /outsourcing  where needed.

So the cell phone is not obviously going to be manufactured in Darfur  but can components or packaging be done there? Where in other words can  the value be  added locally to the extent possible .. The amount you can stay onsite varies with  the technology of course: but the principle ( of startgin local and drift outward to specialised sources, only when necessry), is the the whole point of local capacity development.
