Well, that is just because the design is bad. 

Generally speaking, for ND-TLUD?s 
the secondary air should be introduced 
just above the top line of the fuel. 

This is in order to keep the stove 
as short as possible (because tall stoves are unsafe) 
and to give the flames a change to burn out 
before getting to the pot.
