And that is all it says, really, apart from the improved safety. It does not, as Nikhil points out, qualify as anything definitive that can be used to create policy.

PS I think if you look into the 'diesel exhaust' numbers and studies, there is a great deal of modeling in there, not epidemiology. Integrated exposure responses and GBD numbers are negotiated in committees.
