My goodness, you got that right:

Characterising the fuel is important, and there are two additional needs: the technologies that creatively burn it controllably and well, then the test methods that give relevant, correctly calculated comparisons so we know whether or not we are making progress.
This is exactly what happened with the TLUD gasifiers, and the crossdraft coal gasifiers. I was not involved in the former but I can vouch for the processes used to perfect the latter.
