I suggest the 0.45 um mixed cellulose ester filters. You need a holder and an air pump calibrated to a known volume / min. Let it run for a known time then place a section (perhaps 1/4th) of the paper on a glass slide and let hot vapors of acetone make the paper transparent. Then use a 400X microscope to see the particles and fibers. You then count the particles in the view and multiply the numbers of views on the filter. Or just rate them as ‘high medium or low. 

A small metal container with single pipe sticking out. Add some acetone to the container, heat and direct the vapors coming out of the pipe onto the filter. Goes frosty then clear.
