No I believe it is for pellets and wood chip but pellets will be
mostly imported.  It's not only the supply chain but also a network of
servicing engineers as when I was snagging woodfired boilers the
travelling costs alone were a big proportion of the bill as there were
so few of us and boilers over 100 miles away.

Except it's not fraud, the government offered the payback and some
people have taken unfair advantage. Any government intervention into a
market skews it and there are always unforeseen effects.
