I can confirm that the ISO lab test does not use the WBT and does not contain more than 5 misconceptions similar to those underlying the WBT.  The lab test method document ISO 19867-1 does not include any performance tiers.  They are contained in a different document and are voluntary. Inclusion of them in the test method was strongly opposed and eventually they were removed from the test method.

The IWA has a ‘standard test method’ test WBT4.1.2 and tiers – tiers which were not developed using the test, meaning they were pretty much irrelevant. WBT4.2.3 gives quite different answers to the method recommended in the IWA. Further, the test method only produces one of the metrics anyway. The efficiency tier levels were produced using a formula different from that used in the test method.
