FWIW, in Taiwan I pay 700 - 800 New Taiwan Dollars (net) for a 15 kg 
cylinder. At the current exchange rate, that's around 1600 to 1850 
Rupees. In Taiwan there is no subsidy, but no heavy tax either AFAIK, so 
I imagine the unsubsidised price would be similar in India, disregarding 
differences in distribution costs (which I imagine are higher in 
India--bad roads, greater distances, though offset by lower wages).
