Nikhil, here are the details for the Montreal changeout program:

This program is unique, and the first time I have seen it.

In the United States, this is the major problem with stove changeout
programs - the old stoves have a useable lifetime of 30 or 40 years or
more. Because of the gun situation there, authorities consider it
impractical to legislate forced inspection or removal of uncertified stoves
;-)
When EPA imposes fines on large polluters, for example the VW case, it is
common practice to use some of the money to fund air cleanup programs such
as incentivizing the changeout of old stoves.  ...............Norbert
