During the planning meeting in Bangkok (5 days) planning for the formation of the GACC, Kirk attended by Skype and said he felt that only a fan stove was capable of burning 90% cleaner than traditional stoves.  He had previously claimed that a reduction of 90% was required to make a significant improvement due to the fact that the impact of smoke is non-linear.



Though it happened to be based on the technologies of the day, I don't think he moved from that position, though in the ensuing years a number of stoves without fans demonstrated it was indeed possible.  I tested one TLUD stove in Yogyakarta that produced 1/4 of the PM claimed for an Indian LPG stove, a fuel which Kirk definitely favoured. I have one of those stoves in my personal collection.



Because "a 90% reduction" is relative to some baseline, it was never clear what "clean" meant.  The emission targets produced by a simple single-box model for the WHO in 2017 came up with emission rates that are unreasonably low.  It was intended to provide emission rate targets that would provide "a clean and healthy environment" which is not "zero PM", it is a low concentration.  The model predicts that the indoor smoke concentration will be 6 to 10 times higher than experiments show actually happens.  In other words the WHO limits could be increased by 6-10 fold and meet their IAP targets.



As a result this target has never been sensibly characterised as an "emission rate per minute" in order to deliver the quality of air as envisioned by Kirk.  The current ISO targets are functionally useless because they barely get results within an order of magnitude of reality.  Research continues. Perhaps Berkeley will, in honour of Kirk, produce a new model that is just better.

I know he didn't feel biomass stoves could be made clean enough to cut household air pollution  but the goal was the same and his expertise will be missed.
