who has provided feedback on the Preliminary Action Plan. It
was incredibly valuable to receive your thoughts and
comments. Many of you commented that the Preliminary Action
Plan presents a thorough picture of the problem and a
comprehensive solution. Additionally, the emphasis on a
market-based approach that considers multiple fuels,
including charcoal, was well received. We also heard
feedback on several aspects of the Action Plan that need
greater clarity. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">Below is a summary of
key points: <o:p></o:p></span></p>
<ul style="margin-top:0in" type="disc">
<li class="MsoNormal" style="margin-left:0in;mso-list:l1
level1 lfo3"><b><span lang="EN-US">Multi-fuel approach</span></b><span
lang="EN-US">—the strategy takes into account that
consumers want choice. The Action Plan makes it clear that
there isn’t one solution and that multiple fuels will need
to be available on the market. <o:p></o:p></span></li>
<li class="MsoNormal" style="margin-left:0in;mso-list:l1
level1 lfo3"><b><span lang="EN-US">Gender equality</span></b><span
lang="EN-US">—while this approach appreciates that women
will be key to the success of this project; several
comments noted that it will be important to ensure that
women are empowered throughout the value chain. <o:p>

level1 lfo3"><b><span lang="EN-US">The government</span></b><span
lang="EN-US">—greater clarification on role of the Haitian
government is needed as well as to ensure that the project
aligns well with government priorities. <o:p></o:p></span></li>

level1 lfo3"><b><span lang="EN-US">Charcoal</span></b><span
lang="EN-US">—this approach takes the importance of
charcoal seriously, particularly for rural livelihoods,
but a substantial investment in woodlot management and
sustainable charcoal production will be necessary in the
short term.

level1 lfo3"><b><span lang="EN-US">Sustainability</span></b><span
lang="EN-US">—</span><span lang="EN-US"> the strategy
acknowledges that developing the market is a long-term
effort, lasting at least 10 years, but it will only be
sustainable through local ownership. Commenters agreed
with the Alliance that the implementation of the plan
should rely on local experts and managers.

interventions—</span></b><span lang="EN-US">the Action
Plan proposes a lot of interventions, so prioritization

impact. Comments indicated a desire for greater clarity
on the stages of the project.</span><span lang="EN-US"><o:p></o:p></span></li>
