Rob Bailis explained everything basic to the determination yesterday in the webinar. Essentially the calculation has changed from the rather generous Kyoto Agreement to a new (proposed) methodology under article 6.2 and 6.2 of the Paris Accord, and the is disagreement
about how carbon offsets are to be calculated. The fNRB is o only one of the variables. </div>

The reason the COP sessions "fail" is over this calculation. The next is in Glasgow. The core disagreement is about low income countries having fair access to the money pool. As you may know they got screwed under Kyoto. The rules made it so difficult and
expensive to "qualify" very little carbon dollars went South, so to speak. Brazil has had enough of that. </div>

According to NASA biomass growth is up about 30% over the past 40 years. That trend is not considered in the article but better modelling and measurements are. Charts compare the various fNRB values obtained by the CDM and WISDOM methods. There is essentially
no overlap. It is a hard problem. </div>
