When I see "Community-based enterprises and cooperatives" that reads to me as trying to foster the local, village level economy, which likely includes an informal economy.

For example, there may be a TLUD manufacturer where success of their business depends on consumer acceptance of the stove, which in turn depends on making and using biochar. If biochar improved organic
waste recycling, increased soil productivity, and increased horticultural production, then that would be a plus. If this was facilitated by a women's cooperative that collected biochar, increased its value, and sold it, then that would be a plus. Important
things to measure would be improved women's health, family nutrition, and household disposable income.
