Did you really mean to post your proposal on a public forum?  Mark responded to the open post on the Gasification list, not a private invite, I believe.  If you ever intend on protecting any of the intellectual property by US patent, your public post has set the process in motion.  
 
(Or as the case may be)....Welcome to the "open source" world.
 
If I understand your process, it has three not two stages.  First there is a gasifier then two digestors.  This method sounds very complicated, not simple.  I consider two stages of pyrolysis to be complex. 
 
Any bacteria with "streptococcus" sounds like a health issue waiting to happen.  Have you checked out that angle?  Do you know what it takes to work around these bacterias and NOT become ill or spread "strep." into your neighborhood?  Just asking... since not long ago you mentioned that you had found insurance and I thought you live inside Indianapolis.   How will you handle the tons of materials?... I think I read 40kw, which is going to require significant mass incoming and outgoing.  
 
These are questions that a proposal review will have, along with 500 more.  Good luck.
