The problem in Haiti is not the need for biochar, but the lack of clean 
fuel.  The fuel to be used may be contaminated to the point that the 
biochar will be useless, it will make the ground unsuitable for growing 
food.  However, the gasses will be suitable for heating, which does not 
need really clean gasses.

Contaminated biochar may have detrimental effects wherever it is used.  
Ash, however, will not change the soil where it does not reside.
