[Greenbuilding] LEED certified building - AC on 24/7?

Hi all,
We've just had a visitor from India, whose wife is an architect, currently working on a LEED certified building.
He claims that they are going to keep the AC running 24/7, at 22 Celsius (71.6 F) - She told him that turning up the thermostat (or switching off) at night consumes more energy.
FYI - Night time temp average 30C (86F) and India does not have differential pricing for peak/off-peak - they use off-peak surplus to meet agriculture demand.
Any comments?
