[Greenbuilding] Is dried mold or mildew a hazard?

I have been advising a couple about how to reduce the mold in their 
crawlspace.  The short version is to manage to deny the sources of moisture 
that feed it.  Dry the space.  Once this is achieved, does the dried mold 
still pose a threat to health?

In their case, they air conditioned the house that drew warm and moist air 
through fiberglass and condensed causing the problem.  They do not have duct 
work.  I am advising them to install an air tight insulation like site 
applied closed cell foam below the floor sheathing that would absolutely 
seal up all holes.  It also would encapsulate any potential threat from 
dried mold if there is any.
