There is a great website for low cost materials that could be used as a tarp. Www.repurposedmaterialsinc.com. Their billboard vinyls are typically white and could provide waterproofing and reflectivity you desire.

It gets really hot in the summer, but I need to work in there, I know I can buy a silver coating and there is a white coating (but it says it won't work where the water puddles), What about painting it? Would regular oil based or water based paint work? I believe I can get free paint at the recycling center.
