I think your description is pretty clear Steve. 

What you are describing makes sense to me and sounds a lot like a ball mill which are widely used to do fine milling in industry. The balls exert a lot more pressure over a smaller phone.  You need to find steel balls to put in the drum: this may not be easy. Industrial ball mills will have different balls for different materials and desired milling.  

Don't know if this is practical but it is just an idea.
