[Greenbuilding] drying clothes

It depends on what fabrics you are drying and how much residual detergent is
in them and also mineral content of the water. Some fabrics fibres naturally
stiffen when wetted (dryer tumbling breaks that down). Cottons generally
have been treated in a way that makes the fibres unusually stiff after
washing. Residual detergent and hard water will also stiffen fibres. Try
cutting down on the detergent - usually a third of what is called for works
just as well. You could add an extra rinse or try a little vinegar in the
rinse if all else fails.
I grew up with air dryed clothes and never really appreciated dryers.

How does one use racks or hang clothes to dry without them getting stiff?

Agree with others. Ditch the dryer first, then talk environmentally
friendly.
