That just leaves me breathless. How much research funding do they need to
work that out?
Maybe this is just a cultural "not invented here" problem. I don't know when
off-peak was invented but the first time I saw it was in New Zealand in
1946.

have a big research fund. They studied time of use or off-peak a couple
of years ago (2000 customer pilot) but no residential off-peak is yet
available.
