It appears to be a metal plate clamped onto the pipe. About all that will do
is cost you heat energy.

Not only is it baloney but it reads very similarly to the blurb you get with
the magic devices you clamp onto the fuel line of your car.
Probably one for the phlogistonists, and likely to soon attract the
attention of your local consumer protection agency.
