[Greenbuilding] low flow shower heads

I'm curious what you are basing your claim that the public doesn't
like/won't accept soap valves?

My sense is that these are not well know/not very available and as such we
are mostly speculating.

I do know that my local water bureau doesn't give them out with their other
water saving goodies.
