[Greenbuilding] Home energy use rating systems

Has this not been brought up before?  I came across it reading the GBA blogs.  Whether or not the system will ever be put into widespread use? w ho knows , but it does look like an easy-to-understand (for the homeowner) rating system for total home energy usage.
