[Greenbuilding] looking for best 4' and 8' fluorescent shop light

A number of years ago I tried to get an answer to this query and eventually
gave up. The experts locally (and not so local) insisted that I select a
ballast, a lamp, and a fixture separately. The lists of manufacturers and
specifications for these components were long, and I got to a point where I
was making no headway. I'm still looking, and have recently fielded several
inquiries from folks who thought I would know the answer to this question.
My basic goal is to get the maximum light output for the fewest Watts. My
sense then was that a one- or two-lamp (T-8 or perhaps even a T-5) fixture
was the most promising. But I am happy to learn more about this. It
shouldn't be this hard.
